Friends of Sharron Angle Viagra Ad

“Friends of Sharron Angle” are currently airing a campaign ad that falsely claims that Harry Reid passed a law that buys Viagra for Child Molesters and Rapists.  In the small print on the screen it references H.R. 4872, the Health Care Reform Bill.

No, that’s not the case at all. Voting to table a motion is not a vote in favor of  providing and issuing Viagra to Child Molesters and Rapists.

The GOP proposed an amendment to the Health Care bill during the “reconciliation” process which wasn’t permitted under that process, unless your only purpose in offering the amendment was to ‘kill the bill.’

S.Amdt. 3556 by Sen. Coburn [R-OK]: To reduce the cost of providing federally funded prescription drugs by eliminating fraudulent payments and prohibiting coverage of Viagra for child molesters and rapists and for drugs intended to induce abortion.

Proposed: Mar 23, 2010. Rejected: Mar 24, 2010.
Mar 24, 2010. Motion to table amendment SA 3556 agreed to in Senate by Yea-Nay Vote. 57 – 42. Record Vote Number: 73.

A “Motion to Table” is used to kill a legislative matter. An Aye vote in favor of the motion is a vote against the bill or amendment. Senator Harry Reid  (and 56 others) voted to table the motion. Senator John Ensign (and 41 others) voted against tabling the motion.
So now, let’s put everything in CONTEXT.  A health care reform bill had been passed by the House, and a different health care reform bill had been passed by the Senate (60-39).  Those bills went to conference and subsequent to that the House affirmed the conference committee budgetary changes.  Those changes then had to go to the Senate for affirmation.  Because the GOP bloc in the Senate has been excessively utilizing filibuster rules to block darn near every bill that’s attempted to come to the floor, the Democrats chose to use Reconciliation procedures to bring the Health Care Reform bill to the floor for debate and passage.  So, what the heck is this “reconciliation process?”

Reconciliation is a fast-track legislative maneuver that is used to stop filibusters in the Senate. Under normal Senate rules, any senator can speak endlessly – or filibuster – on any bill, amendment, nomination or motion. Normally, a filibuster can be stopped only when 60 senators vote to end the debate. It is this vote to end debate – known as invoking cloture – that people refer to when they say it takes 60 votes to get anything done in the Senate.

Under Reconciliation, debate is limited to 20 hours (and in this case, GOP Senators used every single minute of those 20 hours).  Reconciliation can only be used for legislation that pertains to budget items. Any provision of a bill that is not budget-related must be stricken if it is considered under reconciliation rules. It takes the vote of 60 senators to put something unrelated to the budget back into a bill.

So now, the context:  Senator Coburn’s amendment was not budget-related.  If his amendment were to pass, and thus modify the bill under consideration, the Health Care bill as a whole would have been ineligible for consideration under the reconciliation process and would have been bounced off the floor and back to committee.   The Democratic majority in the Senate voted to table Sen. Coburn’s amendment (57-41) allowing the Health Care Reform bill to be considered under Reconciliation and to ultimately be passed and signed into law.

Looking at the attack ad being shown, one wonders whether the GOP had Senator Coburn propose the amendment merely for attack ad fodder to use in the mid-term elections.

The explanation refuting the viagra ad, while somewhat convoluted, is reassuring. What still concerns me is why a counter ad hasn’t been run to dispell the assertions of the viagra ad. Every time the ad runs, I just get more frustrated knowing that it’s not true but it continues to run. Can’t something be done about that between now and election day?

Sharron Angle has flip-flopped in her political dialogue about every issue she has raised. She is a chronic liar, completely unknowing of the facts of Social Security, Medidcare, Education and now she accuses Reid of offering Viagra to molesters. This didn’t happen and she knows it. She is using every slimy trick possible to edge out her polls. She is a prostitute. one who prostitutes moral judgment and turns it in to cesspool of vermin. “Two wrongd don’t make a right?” Would she really be willing to see a (her)daughter be raped, become pregnant, and be FORCED to bear that child? Not only should an abortion be needed but the rapist should have his balls shot off. Angle sould be sent to jail (long term) for child abuse. She is nuts.
