The Latest Ploy in The Ongoing Attack on Women’s Health

Women’s access to basic health care continues to be under attack at both the state and federal level. The most recent threat came this week when Republican lawmakers in the Senate snuck anti-choice provisions into a bipartisan bill aimed at helping victims of human trafficking. The Justice for Victims of Trafficking Act of 2015 (S. 178), which would establish a fund for victims of human trafficking, wasn’t supposed to be controversial. In fact, it enjoyed wide bipartisan support until Senate Democrats discovered that Republicans added language that would restrict federal funding for abortion–even forcing underage victims of rape to carry their pregnancies to term. Democrats have now vowed to hold the entire bill until the anti-choice language is removed.

The Justice for Victims of Trafficking Act is just the latest attempt to restrict women’s reproductive rights on the national level. Unfortunately, actions on the state level are even worse. Last week, West Virginia Republicans overrode a gubernatorial veto and passed a 20-week abortion ban. With the veto override, West Virginia became the 11th state to prohibit abortions past 20-weeks, despite the fact that over the last few years courts have blocked several 20-week abortion bans for violating protections offered under Roe v. Wade. Montana and New Mexico are among other states considering 20-week bans under the guise of “fetal pain,” which scientists agree does not exist. And earlier this month, Wisconsin Governor and likely 2016 presidential candidate Scott Walker also said he would sign a 20-week ban.

While Democrats have been able to prevent anti-choice language from creeping into federal law thus far, these state-based corrosive efforts are working. A ThinkProgress investigation found that the maze of state abortion restrictions, usually framed as legal regulations, is driving the price of abortion services up so high that lower-income women are effectively priced out of the market. The attack on women’s healthcare has gone so far that a Texas Republican legislator has protested her colleagues’ proposal to cut funding for cancer screenings at Planned Parenthood clinics, saying that without that “provider network, women cannot be served. And they will die.”

BOTTOM LINE: From trying to shut down the Department of Homeland Security, to undermining international agreements with Iran, to voting 56 times to repeal the Affordable Care Act, the Republican Party has proven it is unfit to govern. These recent threats to women’s health are just another example of how out-of-touch and dangerous GOP policies can be.

As an aside:  Senator Heller has submitted an amendment (S.Amdt 283) to this bill, however, the text of his amendment has not yet been posted to Congress.gov.

Well Past Time to Take Women Out From Under the Gun and Disarm Domestic Abusers

How Gun Violence Affects Women and Four Policy Solutions to Better Protect Them
Weak gun laws at the federal and state levels leave far too many women facing a fatal end to domestic abuse.

Violence against women looks very different than violence against men. Whether in the context of sexual assault on college campuses or in the military, violence by an intimate partner, or other types of violent victimization, women’s experiences of violence in this country are unique from those of men. One key difference in the violence committed against women in the United States is who commits it: Women are much more likely to be victimized by people they know, while men are more likely to be victims of violent crime at the hands of strangers. Between 2003 and 2012, 65 percent of female violent crime victims were targeted by someone they knew; only 34 percent of male violent crime victims knew their attackers. Intimate partners make up the majority of known assailants: During the same time period, 34 percent of all women murdered were killed by a male intimate partner, compared to the only 2.5 percent of male murder victims killed by a female intimate partner.

DomesticGunViolenceA staggering portion of violence against women is fatal, and a key driver of these homicides is access to guns. From 2001 through 2012, 6,410 women were murdered in the United States by an intimate partner using a gun—more than the total number of U.S. troops killed in action during the entirety of the Iraq and Afghanistan wars combined. Guns are used in fatal intimate partner violence more than any other weapon: Of all the women killed by intimate partners during this period, 55 percent were killed with guns. Women in the United States are 11 times more likely to be murdered with a gun than are women in other high income countries.

Limiting abusers and stalkers’ access to firearms is therefore critical to reduce the number of women murdered in this country every year. This idea is not new: Congress first acted 20 years ago to strengthen our gun laws to prevent some domestic abusers from buying guns. But we are still a long way from having a comprehensive system of laws in place at both the federal and state levels that protect women—and children and men—from fatal violence in the context of intimate and domestic relationships. This report provides an overview of the data regarding the intersection of intimate partner violence and gun violence, describing four policies that states and the federal government should enact to reduce dangerous abusers’ access to guns and prevent murders of women:

  • Bar all convicted abusers, stalkers, and people subject to related restraining orders from possessing guns.
  • Provide all records of prohibited abusers to the National Instant Criminal Background Check System, or NICS.
  • Require a background check for all gun sales.
  • Ensure that abusers surrender any firearms they own once they become prohibited.

Some states have already adopted some of these policies, and in the past 12 months, there has been a growing movement across the country to enact laws closing some gaps related to domestic abusers’ gun access in several states, including Wisconsin, Washington, Louisiana, New Hampshire, and Minnesota.

This report collected and analyzed data from a variety of sources, including the Federal Bureau of Investigation, or FBI; the Centers for Disease Control, or CDC; the Office of Violence Against Women; state criminal justice agencies; state domestic violence fatality review boards; and academic research. These data provide a snapshot of women’s experiences of violence in this country and show the glaring gaps in state and federal laws that leave victims of domestic violence and stalking vulnerable to gun violence. Many of these data have not been made public prior to the publication of this report and were collected through Freedom of Information Act requests. Among our findings:

  • In 15 states, more than 40 percent of all homicides of women in each state involved intimate partner violence. In 36 states, more than 50 percent of intimate partner-related homicides of women in each state involved a gun.
  • A review of conviction records in 20 states showed that there are at least 11,986 individuals across the country who have been convicted of misdemeanor-level stalking but are still permitted to possess guns under federal law. It is likely that there are tens of thousands of additional convicted stalkers who are able to buy guns.
  • While submission of records regarding convicted misdemeanant domestic abusers to the FBI’s NICS Index has increased 132 percent over the past five-and-a-half years, only three states appear to be submitting reasonably complete records—Connecticut, New Hampshire, and New Mexico. Records from these three states account for 79 percent of the total records submitted to the FBI.

Every day in the United States, five women are murdered with guns. Many of these fatal shootings occur in the context of a domestic or intimate partner relationship. However, women are not the only victims. Shooters have often made children, police officers, and their broader communities additional targets of what begins as an intimate partner shooting. In fact, one study found that more than half of the mass shootings in recent years have started with or involved the shooting of an intimate partner or a family member. Enacting a comprehensive set of laws and enforcement strategies to disarm domestic abusers and stalkers will reduce the number of women who are murdered by abusers with guns—and it will make all Americans safer.

Really? Updated College Sexual Assault Prevention Guidelines are Federal Overreach?

Remember Todd Akin, the GOP Senate candidate in Missouri who talked about “legitimate rape?”  Akin’s comments were ignorant, insensitive, and out-of-touch.  Which is why we were disappointed Nevada Republicans seem to be taking their cues on women’s health from Todd Akin.

Last week, the Republican nominee for Nevada Controller, Ron Knecht, wrote an op-ed where he essentially said new guidelines to prevent sexual assault on college campuses are an example of federal overreach.  He even blamed programs to prevent sexual assault for the increase in college tuition!

Ron Knecht’s comments were moronic, but unfortunately not surprising.  Whether it’s Sen. Dean Heller’s support for restricting access to contraception, Rep. Joe Heck’s votes to ban abortion for rape victims and to weaken the Violence Against Women Act, or Nevada Republican Senate Leader, and former Tom DeLay operative, Michael Roberson, supporting “personhood” measures which could outlaw forms of birth control, Nevada Republicans time and time again demonstrate they are completely clueless when it comes to women’s health.

Fortunately, Nevadans have a clear choice in the election for State Controller.  While Ron Knecht is focused on criticizing programs to help sexual assault victims, Democratic nominee Andrew Martin will focus on managing the state’s finances.

GOP Report Shows Party is Out of Touch With Americans on Threats to Democracy: Money in Politics and Voter Suppression

The Republican National Committee released a report today reviewing its losses in the 2012 election cycle and laying out a roadmap for the future of the party.  People For the American Way Vice President Marge Baker released the following statement:

“This report highlights what we already knew: that the Republican party is out of touch with America. Instead of addressing the party’s anti-choice, anti-gay, anti-worker policies that voters resoundingly rejected in 2012, today’s report calls for a complete gutting of campaign finance reform – in essence calling for even more big money to be poured into our elections.  If the Republican party were listening to Americans, they would know that the country supports finding systemic solutions to the problem of unregulated money in our political system.  The answer is certainly not to gut the regulations we already have in place.  Instead, we need to overturn the Supreme Court’s decision in Citizens United v. FEC and related cases so that we can create more effective regulations to get big money out of our democracy.

“The GOP report’s recommendations on voting rights also underscore a continuing focus on keeping certain voters from the polls.  After an election cycle overflowing with examples of discriminatory voter suppression efforts aimed at historically disenfranchised communities, the report recommends an ongoing focus on so-called  ‘ballot security training initiatives.’  This is simply another phrase for the same voter intimidation tactics used in the name of preventing supposed ‘voter fraud.’  It’s baffling that the GOP thinks it can improve its image with people of color while still working to block their access to the ballot box.

“This report is yet another example that the GOP’s ‘soul-searching’ hasn’t gotten them very far.  It’s time to refocus our efforts on getting the big money out of elections and the voters into the voting booth.”

Just exactly how much lipstick have they purchased?  Maybeline and Revlon combined couldn’t make enough lipstick to take care of that pachyderm.

Yesterday— the Republican National Committee released its wide-ranging “autopsy” report called the “Growth And Opportunity Project Report.” In it, the party admits to several shortcomings that contributed to the party’s wide losses in the 2012 election. A portion of the report includes market research from voter focus groups around the country. Not surprisingly, when asked to describe Republicans, respondents said that the party was “scary,” “narrow-minded,” “out of touch,” and full of “stuffy old men.”  What’s most interesting is that the report failed to quantify just how out of touch their party has become on a number of issues, from climate change, to marriage equality, to universal background checks, to women’s rights, to the minimum wage, and more.

The GOP thinks they merely have a messaging problem … and just need to change a few words they used to talk about things.  HAH! Now that’s a joke and a half.  Maybe they should look at their 2012 Platform. Better yet, maybe they should look at what is happening in State Legislatures and what members of their party have introduced in the Congress:

  • Restricting access to or insurance reimbursement of costs associated with an abortion;
  • Restricting time frames in which a woman could seek an abortion to 12-weeks and in on case, to 6-weeks from conception;
  • Mandating the use of transvaginal ultrasounds and other medically unnecessary procedures as a means to shame women;
  • Gleefully and gloatingly defunding Planned Parenthood;
  • Attempting to elevate “religious” rights above all others to allow zealots to assert their religious rights to deny all types of service and/or medications should it offend “their” personal religious beliefs, making their beliefs superior to yours;
  • Continually attempting to repeal Obamacare and providing NO replacement;
  • Promoting continued systemic discrimination against the LGBT community, as a whole, via marriage inequality espoused throughout our Nation’s income tax and estate tax structures;
  • Attempting to enact one voter suppression tactic after another to disenfranchise voters as well as restricting early voting opportunities;
  • Continually filibustering one bill after another, even those introduced by Republicans;
  • Blocking Consumer Financial Protection and making multiple attempts to repeal Dodd-Frank Wall Street Reform;
  • Promoting racial profiling as a means of harassment to convince Hispanics to “self-deport’ ;
  • Promoting Personhood for embryos and essentially demoting women’s status to nothing more than an incubator;
  • Replacing Democracy with Dictatorships (Overseers);
  • Promoting fatherhood visitation rights for rapists.

I’m sure I’ve missed of few other big issues we’ve had to overcome … but need I go on?  There’s a politically incorrect term we frequently used when I was in the Navy to define that kind of behavior.  The term stars with “cluster.”  The GOPs (Grouchy Old Patriarchs) problem is much more than a “messaging” problem.  It’s a policy problem and we should cheer them on  in pursuit of their messaging delusion.  It will most certainly shorten their path to minor party status.  We may have a few challenges to overcome in the short run, but we’ll all be much better off in the long run.

GOP Senator Takes Credit For Anti-Rape Law He Voted Against

The unethical dishonesty by the GOP leadership never ceases to amaze me.  Here’s a post from ThinkProgress today exposing yet another piece of flagrant dishonesty being committed by Texas’ senior senator, and the GOP’s Senate Minority Whip.  Personally, I find Sen. Cornyn’s behavior unethical, deceitful and unworthy of someone holding a seat in our nation’s Congress.

Ian MillhiserShortly after President Obama signed the Violence Against Women Act (VAWA) reauthorization into law, Senate Minority Whip John Cornyn (R-TX) released a glowing press release claiming that a “Cornyn bill” to “eliminate nationwide rape kit backlog” was signed into law. The so-called “Cornyn bill” is the SAFER Act, which was incorporated into the VAWA renewal, and which “provide[s] funding for state and local governments to conduct audits of untested DNA evidence and create[s] a national reporting system to help track and prioritize untested rape kits,” according to Cornyn. By all appearances, it seems like a wonderful law. There’s only one problem.

Cornyn was one of 22 Senate Republican men who voted against the VAWA renewal. He opposed the bill because he objected to a provision enabling tribal courts to prosecute non-Native Americans who commit rape or other violent crimes against women on Indian reservations. This provision is intended to combat the virtual lawlessness that faces Native American women on these reservations without the VAWA renewal. A 2010 report by the Government Accountability Office found that federal prosecutors “declined to prosecute 46 percent of assault matters and 67 percent of sexual abuse and related matters” on reservations.
